Course Description

For many building occupants, facility management has mostly to do with hands-on maintenance and repair. A burned-out light bulb is reported and a maintenance representative replaces it. An occupant reports that the building is too warm and a maintenance technician appears to adjust the HVAC. But there is another side of facility management that most occupants don’t see – the administrative side. Learn how facility managers deal with design and construction, contracts and relocation planning.

The last day of the course is an in-person class tour.

Course Outline/Topics

Topic 1- Contracts and Projects
Discuss facility management purchasing procedures, contracting, negotiating, project management, the impact of building codes, and how facility managers tie all these things together through good organizational skills.

Topic 2-Facility Management Administration
Learn about “background” administrative items such as: policies and procedures, employee handbook and company culture.

Topic 3-Sustainability
Discuss the relationship between facility management and their company’s corporate social responsibility program, and how sustainable building operations positively impact occupants by providing a healthy environment.

Topic 4-Office Services
Discuss the most common types of office equipment, various types of office services as well as functions like the mailroom and copying, and the supplies needed in each of these areas.

Topic 5 – Facility Location / Relocation Planning
Learn about all aspects of facility location, ranging from establishing a new facility and expanding, downsizing and moving a facility, all the way to (when necessary) closing a facility.

  • Describe how facility managers administer and manage construction and relocation projects
  • Identify the policies and procedures developed and administered by facility managers that impact building occupants on a daily basis

Grant Horn

Grant Horn began his education at the University of Wisconsin-Milwaukee, graduating in 2003 with a bachelor’s degree in architecture and a master’s degree in architecture in 2005 from UWM as well. Gaining professional architectural experience, he worked for a small firm in Milwaukee during the summer and solidified the idea before grad school that architecture would not be his calling though his certificate in real estate development from UWM would prove useful in building a personal portfolio of investment properties. Like many other architectural grads, he found his way into a related field.

In 2005 he began working with J. F. Ahern Co., in the HVAC service department as a sales representative. While working he returned to school, earning a certificate in sustainable operations and completing fundamental HVAC courses at Milwaukee Area Technical College. Throughout his 15 years with Ahern he worked with many of the largest businesses in Wisconsin and in the United States, across just about every industry – mining, health care, energy, industrial, commercial, trucking and many more.

In 2007 he joined the International Facility Management Association and took an active role on the Membership Committee of the local Southeast Wisconsin Chapter. When the committee chair position was open he accepted that role and within a few years was elected president of the local chapter, which grew at that time to nearly 240 members, the largest chapter in Wisconsin.

Horn joined the UWM School of Continuing Education in 2019 and also started his own business specializing in HVAC retrofits for light commercial applications.

Tony Lillibridge

Tony Lillibridge began his education at Grand Valley State University, graduating in May of 1993.

Upon graduation, he began working for the General Services Administration of the U.S. Federal Government as a Property Manager in Detroit, Michigan. In 1995, Tony moved to Chicago to be the Project Coordinator for the Installation of an Intelligent Work Station-Local Area Network for the Social Security Administration. The project consisted of electrical and computer improvements for SSA offices throughout the country. As project coordinator, he became a national consultant for SSA computer systems. During his tenure as IWS/LAN coordinator, He received a Hammer Award and was nominated for another. In 2000, Tony moved back to property management as the Supervisory Property Manager for the State of Wisconsin. 

Tony joined The International Facility Management Association in 2001 and became active in the education committee and eventually served as president of the chapter. In 2013, Tony led a team to write a book on how to manage service contracts for the government. In 2014, Tony moved back to project management to lead a team of architects and engineers. In 2025, Tony retired from federal service. 

In addition to his bachelor’s degree, Tony has earned the Facility Management Administrator designation from the Building Owners and Management Institute, the Facility Management Professional from IFMA and is a graduate of the Excellence in Government Fellows Program in 2021.  

Tony joined the UWM School of Continuing Education in 2020 as an adjunct professor.

CEUs

The continuing education unit (CEU) is a nationally recognized means to document participation in organized non-credit continuing education. One CEU is defined as 10 contact hours of participation in organized continuing education under qualified instruction. The CEU provides a vehicle for employers, professional groups, and licensing agencies to account for participation in non-credit seminars, workshops, and courses.

Privacy Policy


Cancellation Policy

To cancel, log into your student portal, go to "Enrollment History," and select "Request Drop" next to the course. Refund eligibility depends on notice, course type, and fee:

  • 30+ days prior to start of course: Full refund.
  • 15-29 days prior to start of course: Refund minus a 25% administrative fee.
  • Less than 15 days prior to start of course: No refund.

Exceptions (No Refunds):

  • Osher Educational Travel/Go Explore and College for Kids & Teens courses.
  • Courses with a fee of $35 or less.
  • On-demand online courses after the student has accessed the learning environment.
  • Conferences/Special Events (specific policy will be in registration terms).
  • Special requests and non-course fee items (e.g., memberships, textbooks) are non-refundable.

If the School of Continuing Education cancels a course, a full refund will be issued.


Invoicing Policy

  • If "invoice full amount" is selected, payment is due 14 days before the course start.
  • Failure to pay by the due date may result in cancellation of your registration.
  • For Agency payments (AmeriCorps, DVR, MyCAA, etc.), contact sceinfo@uwm.edu for next steps.
  • Automated payment reminders will be sent until the balance is paid.

Third Party Expenses

The School of Continuing Education does not provide refunds for any expenses (such as travel, accommodations, or materials) incurred by students due to a course cancellation or a student's self-cancellation. We strongly recommend booking refundable/transferable travel and accommodations, and purchasing materials with a return window extending beyond the course start date.


Collections Policy

Participants who fail to make timely payments agree to pay all collection costs incurred by UWM (agency fees, legal fees, etc.) and any late fees. UWM may also certify the past-due balance to the Wisconsin Department of Revenue and claim the total due against any refunds or payments owed to the participant.


Photography and Media Usage

The School of Continuing Education may take photographs, video, and other media during courses and events for educational, promotional, and advertising purposes. Virtual programs may be recorded for marketing and content sharing.


Conduct Information and Disciplinary Measures

No firearms or weapons are allowed on UWM property.

Participant conduct policies are based on the following UW System Administrative Codes, which may result in probation, suspension, or dismissal from all UWM functions:

  • UWS Chapter 14 – Student Academic Disciplinary Procedures
  • UWS Chapter 17 – Student Nonacademic Disciplinary Procedures
  • UWS Chapter 18 – Conduct on University Lands
